Emergency Support-Only Children & Young People Service (Ages 8–17)

1. Service Overview

This service provides short-term, emergency support staffing to children and young people

aged 8–17 who are placed in accommodation arranged and managed by the local authority.

The service offers immediate safeguarding, supervision, and stabilisation during periods of

crisis while a longer-term placement is identified.

The service does NOT provide, arrange, manage, or fund accommodation.

2. Legal & Regulatory Position

This is a support-only service.

– The local authority remains the placement provider at all times

– All accommodation is sourced, commissioned, and approved by the local authority

– The service supplies staffing and support only

Because care and accommodation are not provided together, the service does not operate as

a children’s home and does not require Ofsted registration.

3. Aims of the Service

– Safeguard children and young people during emergency situations

– Provide short-term supervision and stabilisation

– Reduce risk during placement breakdowns or crisis events

– Support local authorities when staffing is unavailable at short notice

– Bridge gaps until a suitable placement is identified

4. Who the Service Is For

Children and young people aged 8–17 requiring short-term emergency support, including:

– Placement breakdowns

– Missing-from-care returns

– Police protection or emergency accommodation

– Family crisis situations

– High-risk periods requiring immediate supervision

Age parameters:

– Ages 8–15: Typically 24–72 hours, stabilisation only

– Ages 16–17: Up to 7–14 days subject to local authority oversight

5. What the Service Provides

– 1:1 or 2:1 staffing

– Waking night support

– 24/7 support where commissioned

– On-call management

– Safeguarding and supervision

– De-escalation and emotional support

– Support with routines

– Liaison with professionals

– Daily logs and incident reporting

6. What the Service Does NOT Provide

– Accommodation or placements

– Property rental or booking

– Admission or discharge decisions

– Corporate parenting responsibilities

– Long-term residential care

7. Accommodation Arrangements

All accommodation is arranged, funded, and approved by the local authority.

The service attends the accommodation solely to provide staffing support. Risk assessments

are led by the local authority.

8. Staffing & Recruitment

– Enhanced DBS checks

– Safer recruitment processes

– Relevant training (safeguarding, behaviour support, de-escalation)

– Clear escalation and on-call arrangements

9. Geographical Area

The service operates within a defined local geographical area agreed with commissioning

authorities, enabling rapid deployment and effective safeguarding oversight.

10. Charging & Invoicing

Charges are for staffing and support only, including:

– Hourly support rates

– Waking night shifts

– On-call management

Accommodation costs are never included or invoiced by the service.
